Introduction to Procurement Technical Assistance Center (PTAC) Services
The Commission’s Procurement Technical Assistance Center (PTAC) can assist businesses located within the six-county Southern Alleghenies Region in marketing products or services to state and federal government agencies.
The PTAC’s experienced staff provides the following services:
One-on-One Business Counseling
The Commission’s experienced staff provides individualized, professional guidance to assist businesses in marketing goods and/or services to federal, state and local agencies. The staff identifies specific government market segments and assesses a client's potential as a state or federal prime contractor or as a subcontractor. An individualized market action plan is created to maximize clients' chances of success.
Bid-Match Services
SAP&DC offers a no fee, customized bid-match service to identify government bid opportunities that match a client's product or service. Announcements are delivered daily via email.
Registrations/Vendor Requirements
Staff will assist in the preparation and proper submission of applications, special certifications and required registrations that are necessary to do business with the government.
Bid and Proposal Preparation
SAP&DC staff provides guidance in the preparation of bids and proposals, including assistance with pricing histories and technical information regarding specifications and standards, part numbers and acquisition law, etc.
Post-Award Assistance
After a contract is awarded, the Commission’s PTAC staff provides assistance in contract administration areas such as quality system requirements, transportation and packaging, invoicing, property, deliverables, etc.
Electronic Business (eBusiness) Information
Its true, believe it or not, the government is becoming more and more paperless. Bids, offers, contracts, purchase orders, invoices, payments, and other contractual documents are exchanged between businesses and government agencies via the Internet instead of paper. SAP&DC staff provides the necessary information and training regarding e-commerce tools and technology required in conducting business with the government.
Training
Numerous workshop and training events are conducted each year. The programs are usually offered for a nominal fee. The subject matter addresses specific contracting initiatives for the government contractor. The Appalachian Regional Commission, the Defense Logistics Agency and the Commonwealth of Pennsylvania provide adequate funding for the program so that the PTAC services can be offered free of charge to the business client.
